What Is the Capital Investment Entrant Scheme (NCIES)?

The Capital Investment Entrant Scheme (NCIES) allows investors with net assets of not less than HK$30 million to apply for residence in Hong Kong through qualifying investments, without requiring a local employment offer.

The Role of a CPA in NCIES Applications

Applicants must demonstrate net assets or net equity of not less than HK$30 million within six months before their application.

Since 1 March 2024, applicants may engage a Certified Public Accountant (Practising) — a member of the HKICPA — to issue a formal report confirming that this requirement has been met. This report can be submitted to the Immigration Department together with the CIES application form, streamlining the process and reducing processing time.
